Additional Secretary to the Government of Bangladesh

Since his joining the Bangladesh Civil Service in Administration cadre in 1989as an Assistant Commissioner in Khulna Division, Mr. Zafar Iqbal has been serving in the Bangladesh Civil Service in different capacities for last 29 years. He worked as Sr. Assistant Secretary, Deputy Secretary and Joint Secretary in ERD, Ministry of Finance and Ministry of Public Administration for twelve years. Presently he is working as Additional Secretary, Financial Institutions Division, Ministry of Finance. Before joining FID, Ministry of Finance in February 2020 he served BPATC and BCS Administration Academy both as Member Directing Staff(MDS) and Anticorruption Commission as Director General (DG).

Academic qualifications: Mr. Zafar Iqbal attained his Graduation &Masters’ degree in Accounting from Dhaka University. He also studied Business Administration and completed MBA (with major in Finance) from the IBA, Dhaka University. Mr. Iqbal did Graduate Certificate course in Development Economics from Australian National University (ANU), Canberra and completed his Masters’ in Economics from University of Wollongong (UOW), New South Wales, and Australia. Mr. Zafar Iqbal studied in Civil Service College, Singapore (2011),University of Bradford, United Kingdom (2012), Asian Institute of Technology(AIT)(2013) University Putra Malaysia, (UPM)(2014) Kualalumpur, Malaysia,University Kebangsan Malaysia(UKM(2014)), and Duke University, USA(2017). He completed his NDC Course from National Defence College, Dhaka, Bangladesh in the year 2015.

Work experience:

(i) Offices he served: Mr. Iqbal worked in ERD as Assistant Secretary during 1992-1994 and Senior Assistant Secretary during 1997-2002; and got himself actively engaged in streamlining development assistance and participating in loan negotiations with bilateral and multilateral Development Partners, mainly the Asian Development Bank (ADB). Taking lien on his service form the government he worked in JBIC (Japan Bank for International Cooperation) during 2002-2008 as Senior Program Manager. Later he also worked in JICA (Japan International Cooperation Agency),the largest bilateral Development Partner to Bangladesh as Senior Program Manager during 2008-2010. During his days of work in ERD, JBIC and JICA he dealt with significant flow of development assistance to Bangladesh from Japan. The areas of his work in ERD comprises of sectors involving ADB funded major infrastructure projects in Power, Gas, Ports & Road and Rail Communications. His works with JBIC and JICA dealt with the Government of Japan funded infrastructure projects in number of sectors such as Water & Sanitation, Telecommunication, Roads and Rail Communications etc.

(ii) Experience: Among the number of public offices he served, Economic Relations Division (ERD) and Ministry of Public Administration contributed largely in forming his working experience over the years. Of his experiences, streamlining external assistance for financing development projects, processing a new concessional donor loans with effective donor coordination, negotiating terms &conditions of loans for investment projects and Technical Assistance with Development Partners (DP), maintaining coordination and liaison with GOB officials from DP side in initiating new infrastructure project, monitoring project implementation and progress thereof both physically and financially, facilitating change management in the government especially among field officials, promoting civil military relation, expertise in development planning occupy main areas of his proficiency.

Training: Mr. Zafar Iqbal has wide-ranging experience in organizing and attending national and international seminars, trainings, workshops on public administration & management. Training in JBIC and JICA of Japanese government has particularly left deep impact on him in areas of harmonization, effectiveness, disbursement, and management of development assistance. Besides, he participated in training on good governance, innovation and change management held in the UK, Japan, India, Thailand and Singapore etc.
